I am currently playing the asylum challenge and I have a cowplant inside my asylum and they are always opting to eat the cake when they are hungry vs getting food, but never when they have the drained...

The Cowplant gets hungry about every twelve hours, actually. But whenever they eat someone, if you don't milk them, they will go quite a bit longer without putting out the cake. Their udder is larger in this case. When you milk them, you will get a glass of the essence of whatever mood the Sim they ate, was in. If you want the Sim who became Drained to recover from that immediately, just have them drink this.
