In my experience you have to really try to get your toddler taken away by social services. Once they learnt to use the potty and walk, they are as good as adult sims in terms of autonomy, they will use the potty by themselves, go to bed by themselves, and if there is food within reach will eat by themselves. They will entertain themselves with toys too. They won't get taken away if you didn't teach your toddler any manners, only if their basic needs aren't met.
