It's not that. It's that the genetics picker skews towards lighter skins, and seems to only pick one skin per use of Genetics. And this problem extends to kids born naturally in-game.
I was watching her stream while she recorded it, it was... bad.
Creating a kid in CAS without genetics gives you the full range of skin tones, though.
