Bags on head

No idea, but if the NAP is disabled in *every single hood* of your game and you see only a few sims wearing the bag, it might be part of the random situation/festival attire? The game seems to love silly randomness like this, I really wish we could have a say...

Edit: Oh, you said you have the entire ECO EP disabled, not just the NAP... Hm, then it makes absolutely no sense seeing that bag. I don't think it exists in any other pack, could it be patched to the base game? If so, you should find it in the CAS hats category.

Thanks for the reply, I think I figured it out. I had it enabled for a while and then disabled it. so maybe the ones wearing them just don't remove them on their own. I never use mods or cc so I know that's not it.
