Balloons?

Hi all, I was sure there were balloons in the game but I can't seem to find them. Does anyone know where to find them?

Balloons are a reward for a certain party medal. They may be locked.
So do bb.ignoregameplayunlocksentitlement
And filter to "unlocked content" in decorations I think
