You cannot own a bar, and you cannot hire a DJ as an employee. When you visit the lot you can hire a DJ for 100 simoleons, like you hire other NPCs, and you cannot choose who shows up. Some stay on the lot longer than others but the good part is, if you like them, they seem to linked to their station and show up every time you hire again.
