Best : tie between laundry day and toddler stuff
Laundry day for the most impact gameplay wise, toddler stuff because those little sims really deserve more attention in dlc
worst : perfect patio
The pack is empty ever since hot tubs became base game, it has zero unique gameplay features

Judging them by how much I personally love the items and use them.

Best: My first pet stuff
Worst: Bowling Night

For me it would have to be...

Best: Nifty Knitting

I love the new knitting skill and rocking chairs. Plopsy is also very useful for my creative sims and I love the CAS/BB. Laundry Day is a close second.

Worst: Moschino

I like the new photography poses and a few BB items, but I rarely use it and I don't really like real life brands in my game.
