I would probably say Cats and Dogs but not being able to see their UI (trained commands, lifespan, and relationships) is sort of a dealbreaker for me, and also there are still so many glitches and problems with Cats and Dogs (at least for me). I really like it when pets are seen as family members, but the pack made them seem more like moving objects. City living probably added the most stuff that I actually still use, though, like the keyboard, singing skill, festivals, etc.
Generally, though, I like game packs the most. Parenthood is my favorite!
Most, if not all, prefer the game packs, but I was just wondering what would be people's choices if they only got to choose from one of the expansion packs :P
