Best expansions, stuff pack, or game pack so far.

Right now I have the original game and the get to work expansion. I am now looking to expand what I have but I don't want to waste money on something that doesn't really bring much improvement to the ...

I'm still deciding. I don't know if I should buy GT or CL. Since I would really like having new worlds, GTW may be the last expansion I buy. I love Windenburg, because it's just so beautiful. Meanwhile, CL offers apartments and it seems so exciting! Help, I can't decide either.
