Built-in graphics are just fine, you don't need a video card. But do not skimp on RAM. You can buy a desktop pc that will run TS4 just fine on ultra settings, but you'll need to add RAM to it....you'll want at least 16 GB. But that's not a big deal, as it's cheap to buy.
I'm running a $500 Dell with stock graphics on the highest setting with only 12 GB of RAM. It does ok, but it really maxes out the memory---go bigger
