I definitely prefer to build houses, I have never built a community lot in TS4 (or TS3). I've only ever built community lots in TS1 and TS2, but I have modified many, many community lots. I often turn some community lots I've downloaded, like restaurants, into houses too because I liked the shape and design of the build and the landscaping, so I just gut the inside and make a house floor plan.
