First, TS4 still has some more years ahead so.....no. Secondly, they wouldn't announce something that big on a Maxis Monthly. They'd announce it at E3 or EA Play or something.
Makes me sad to think they will be spending more years developing TS4. They never spent that long on the other games... because they all had way more content by this point. But yeah, you're right. :(
