There are tons of video games that have gambling games inside them (let alone all the poker, black jack etc simulators you can get). Witcher has a gambling card game, for example. Red Dead. So I don't think it has to do with laws, especially in a teen rated game like the sims. Maybe that's why Pokemon doesn't have it now.
