Na it was broken before OR because I remember we used ti get reward medals for completing the max skills. The Names on the birth certificate fade with time, it is so funny. I am going to look into it because if it was only for GTW it would be in the GTW section only. if it came with GTW it was supposed to be the only thing that could have been passed to all births, but its been so long ago I don't know when someone noticed the first birth certificate.
