Daycare sort of functions that way for tots - mine do gain skills while at daycare, and other than 'fun', their needs are not critical when they return home. However, I don't think you can send them on purpose. It would be nice to send them for an afternoon while the parent does other things at home.
And yes, yes, yes on the home schooling - that would open up so many opportunities for game play. (And, could we please have an option to do it through books, rather than just online? I want home schooling most for my 'off the grid' saves.) Home schooling would also make it easier to live permanently in a vacation world. I've done this with toddlers and adults without children, but it doesn't work with kids and teens because of school.)
I'd actually like more of an "active" component to homeschooling -- for example find 3 frogs or catch 3 fish for Biology Lab, or jog/work out;play on playground equipment for an hour for Physical Education. Interview an elder Sim and write an essay for History (could be done on the computer, or we could get a "blue book" and handwrite in it (using the writing animation from journal keeping in Parenthood) Practice a musical instrument for Music class, or draw/paint a picture for Art class. The possibilities are endless. Maybe owned DLC content could be incorporated, like yoga/meditation if you own Spa Day or find an artifact if you have JA.
