After the third attempt, I just took the family to a restaurant so my sim's kid could blow out the candles and age up with the "Bring out cake" option.
This has happened with me too. I think it can't be on the edge of a surface ... Or does it have to be on the edge of a surface? Man, I can't remember, however, it has to be in the "right" spot, or they can't reach it, or some such nonsense haha.
