Bug, Hilarious, or both?

Edit to add: He has also frozen to death which is both annoying and ironic so I think thats a bug as well........you can see that in the 3rd pic.
So there has been one thing about Seasons that has been bugging me A LOT when I play. I started noticing Father Winter appearing in every season and at random community lots. I also started seeing him in random attire. Then when I went into the map I noticed he had moved himself in to one of the vacant homes in Windenberg. This only seems to occur with him, as the Spring Bunny really only appears in spring and I never see him roaming around in every season. This leads me to believe this is a bug (I will also post this in the bug section with more detail.

**I wanted to post this here because this screenshot made my anger melt away and it just made me laugh. I thought it would make some of you smile.

**Here is father winter in FALL wearing a very summer outfit with zinc on his nose and everything lol.......he just spawned like this. He did manage to keep his signature Father Winter hat on however :D .

    I really would not like to have Father Winter or the Flower Bunny photo bombing screenshots. Hopefully, MCCC has a way to stop those types of NPCs from roaming around town.

    I feel like I'm the one that has Father Winter in my game but in Winterfest, when Father Winter comes, it's a random generated Sim.

    ever since the new update came while i was downloading a pack for backyard stuff after downloading that pack and the update i went into my game opened a restaurant and when i made my sim go there the employees refused to work and i had to keep opening the menu screen to make my sims and npc sims to function properly and the game keeps freezing and my reviews keep getting lower and lower because none of my sims work properly and the npc workers its not just for my restaurant but all the other ones too and stores the only place that will work is my home
