I figured it out! Not a bug. This Fair is for the nicest regular crop. The oversized competition is in two weeks.
Ah, there is a fair for normal crop too? I did not know. None of my sims are growing oversized yet and I'm not sure if they ever will because I play on rotation and it would take years to grow them...
