Builders, help! Can't seem to delete exterior trim

Okay, so I decided to try to fix up my own house for once, and let me tell you: my first experience building in TS4 hasn't been all that great. I've been stuck trying to change the color of this blast...

I would say to go to the lower fence, use the one tool to make a wall. Take off the fence and wall it off. Then see if you can delete out the offending trim. half-wall and railings are just cut-away for the wall section, perhaps it is "stuck" on the non-existant wall from the lower floor.
