I followed the version at modthesims.info and in those rules it specifically says to use the money cheat to "buy something specified in this challenge, eg. a new set of clothes" that is why I did not look a mod
As far as I am aware it is more of a self-imposed restriction, a make belief permit. You as the player decide if and when the permit is granted. That is how I treated this rule anyway. If there is a mod to actually add a building permit then I am unaware of it.
