Building pool question

I hadn't thought of it before, nor have I tried this yet. The only thing that comes to mind would maybe the move objects cheat.

The game is really picky about where you put stairs. It's one of the few objects you can't cheat onto different surfaces.

If it won't let you, does it have to be an actual pool? You might be able to make a pool-like hole or an empty basement room without a ceiling. There wouldn't be water, but you'd get your stairs.
