I have yet to purchase the Sims 4, but have been watching a lot of game play and talked to several people who play the Sims. The one thing that I have to say about the players are that they use the game for entertainment, but also as a form of escapism. The Sims World is based on the real world, but striped of the all the crap that makes the real world so hard to deal with. Adding bullying to the game is not only an ill-conceived idea, but also something that would destroy the pseudo-Utopia world that is Sims. I have had experiences with bullying and would say that it would not be fun to play a game that featured being a victim all over again. While some might find it to be therapeutic to use the game as a way to confront their bully, the vast majority (just look at the response to the OP) would find it opening up old wounds. If the OP feels so strongly about this idea, why don't you create a challenge out of it. Not everyone is going to like the idea, but there would be some that would probably be willing giving a challenge a try.
