Burglers making a comeback?
Since the latest patch Oct 31 when I click on the ground to "go here" my sim has the option to "sneak" and an appropriate animated walk style.

Ok so it turns out it was from a Lot51 mod that I had forgot I had in the game, it allowed teen sims to sneak out (utilizing some of the game-play mechanics from HSY pack)
