It was confirmed we can visit Small Business lots, but in a roundabout way. This was during the Lectures/Classes section of the gameplay trailer.

1. They said that Lectures can be held/attended on any lot for free, but Classes are Small Business specific as a way to monetise skills.
2. They said that Classes have different Event Goals as a Host or Attendee.

If you can only attend Classes at Small Businesses... Then Small Businesses must be visitable.
