I'm really frustrated as well. I never meant for my sims to spend their days cleaning, they have a staff for that but those NPCs don't seem to have any impact on the 'new' kind of dirt. I even gifted them with vacuum cleaners, as well as having one of each sort ready to use in the laundry room... but they don't use them.
So I reluctantly invested in robot vacuum cleaners, one for each floor, and I don't know if they were always bugged or if it has to do with the kit, but they are breaking ALL THE TIME even though I upgraded them completely (both the robots and the bases), and every time I have to replace them because they can't be repaired: whether I try to repair or 'insta-repair', the sim tries forever and never succeeds.
So yeah, that kit brought so much more trouble than fun :(
