I agree with most in your long post. It's a bit strange that they don't seem aware of this slight problem.
Re curtains, in my game some curtains can be placed upon each other without the MOO, while others can't even have a side table under the window. It seem like the curtains have various coding/requirements, which makes it even harder to decorate a room, but also might signalize that the EA modders tried to improve on these things. I only wish they could improve older stuff, too, not only within a few packs.
