Buying a pack with planning to use the main feature

  This is my first new discussion on the new forum. Apologies if it doesn't look quite right.  Has anyone ever bought a dlc without using the main feature? It kinda feels like a waste of money ...

I'll get my dlc via cdkeys, so never pay the full price. That way I can justify (to myself) that I buy all the packs, whether I need all the new content or not. I play with a heavily modded game, and the modders usually make better use of what's provided.
