Cafe autonomy - help us understand how it works?

They are set to order autonomously over and over agian, at least from what i noticed. I am not sure how much their needs play into that, though. Holding club gatherings at cafes was especially awful because they just kept ordering stuff and almost did nothing else. I had to ban eating and drinking!! Actually, soical clubs are bugged in my game and barely work regardless, but that is another story.
