Yeah, basements aren't allowed in waterfront lots, and I think from a technical perspective, ground level pools were collateral damage because they technically occupy the floor below.
You'll just have to get creative by putting them on the 2nd floor. A lot of infinity pools are placed on high ground relative to the ocean anyway :)
