This website (only works on Windows) will tell you if your system can run whatever game you select. Since the surface pro 4 closer resembles a tablet than a laptop I’m not sure if the game will run consistently. Installing should not be an issue since the SP is basically running a full Windows OS, so I say give it a go before you leave. Be mindful of the device though, playing Sims 4 on it will produce a lot of heat and I’m not sure the surface pro is designed to expel it like a computer.
As for settings I recommend starting with everything on low and laptop mode enabled. That’s the lowest settings configuration possible for the game and that will be your bottom line to know if it will play.
