Can non-werewolves learn the special items? (Spoilers)

I'm about to re-install my mods and return to my Spellcaster legacy save when I play tomorrow, but I'm expecting my spellcasters won't be able to learn anything either.

Gonna hope for a modder to take on this one, I guess.
