Can sims get Paranoid without Paranoid trait, because I don't have StrangerVille installed

I don't have strangerVille installed at all, the only EP's I have installed are Discovery University, Parenthood, movie, toddler and one kit pack which is only clothing. It didn't affect my sims at...

No. The Paranoid Trait came with Strangerville. However, sims can have fear because it was put in the patch in the Base just before Paranormal came out.
