I am an occult player and I think this sounds like an excellent idea. I like to control the number of occults in my game to just the sims I've picked and the premade sims who are of that occult state anyway.
Toggling it to off would mean the game wouldn't spawn any more of that occult type. I'd still have Vlad, the Vatores, the sages, the werewolves that came with Moonwood Mills and the premade mermaids. If I delete those then the game won't spawn any more. It'll also prevent the occult senarios from happening (no nighttime visits from Vlad, no Greg attacking me) The game will also force human form for each occult if theyr'e walkbys or lot visitors. But I'm still free to play with occults and make/add my own. And players who don't want occults at all can delete all the premade vampires, werewolves and spellcasters from their game and know that the game won't spawn or create anymore.
