Influence emotions. There are three ranks. First rank gives +2 to the emotion, second +3, third +8.
edit: Mesmerized after dispelling it (that's an option on the pie menu after you have someone mesmerized) has a better dazed debuff as it's +10 (I believe the snack stays dazed for a little bit after the dispel but it's not the power I use so I could be mistaken). It is also far cheaper to get and much lower on the power list. That said, +8 is good enough, and there's the added benefit of being able to influence everyone's emotions. It made toddler training a snap, tbh.
