You can't, but you can change the weather in a world so that only winter and fall weather appears. You'll just have to alter the weather tuning to make it happen. Right now I have my own mod that I made for personal use and I altered the worlds weather to be more consistent and make sense for each world like willow creek gets less chances of snow in fall/spring. Now the only real chance for "snow" is in winter more likely to drop during the mid-late part of the seasons. Summer is hotter and makes more sense while spring has a higher chance of thunderstorms. It's now closer to Louisiana style weather.
So you could tune your own weather. This mod here http://www.modthesims.info/download.php?t=615961 taught me which files that I needed to edit to make this happen and it shouldn't be too difficult for anyone to do. Most of it makes sense and is intuitive enough. That's probably the closest you'll get to being able to "take out" a season or two.
