Can you tilt camera on PS4?

Can you tilt the camera like you can on PC? I know you can get a top down view but can’t seem to tilt. So frustrating trying to get the angle right when I’m building.

Thanks, that’s probably it, forgot I had sims 3 camera enabled on PC.
