Can you use an X-Ray machine anywhere other than a hospital?

I'm working on a secret villain base; I already have the base itself built....courtesy of a fantastic person here on the forums whose name I can't remember right now....but I want to put a working x-ray machine in it to "scan" prisoners/test subjects. I've put one in the base, and got a level 3 Doctor to calibrate it but I can't do anything else like x-ray someone. Can you only use an x-ray machine at a hospital location and only on someone designated a patient or is there a way you can use it in a house, generic property and on anyone, even if they're not ill?
