Cannot edit apartment balcony in Evergreen Harbor
So I can't edit the Pinecrest apartment balcony in evergreen harbour. Does anyone know why? Is this a glitch or do I need to unlock something? If so is there a cheat around that.

I can understand if the walls, windows and doors have to be locked because of the different shells for the building, but it would have been nice if they would allow us to place furniture like a table or a bbq so it could be actually usable. :(
