Cannot edit apartment balcony in Evergreen Harbor
So I can't edit the Pinecrest apartment balcony in evergreen harbour. Does anyone know why? Is this a glitch or do I need to unlock something? If so is there a cheat around that.

Am I the only one that just does not care about the dynamic apartments? I'd much rather be able to use a balcony than to have the outside of a building change because of gentrification. I mean Why even leave the apartment if we can't use it? At least thanks for telling us 4 days after release.
