I know this will happen if your sim is On Vacation. I had this happen a few nights ago. If your sim is on vacation, they will not meet up during their normal work hours. I got around that with Summer Holiday last night by having the meetup at my Sim's home. They still had a beach party, but Summer was in her Athletic outfit instead of the club outfit.
I don't have the best screenshot of it, but you can see Summer's leg and arm on the left side of this screenshot while she's tending the portable bar.
