No it wasn't work time nor vacation, my sim quitted job and stayed at home.
This issue happened after his son borned, so I think maybe it's a bug caused by splitting/merging household.
But well, it's just a guess. :)
ETA: Problem solved. :)
I tried to end gathering, save and load game, this time my sim could start gathering properly. Don't know why.
