Can't build above 4th floor?

Am I doing something wrong? I'm trying to build a fourth floor on my apartment complex but it's telling me I "Can't place walls or rooms above the fourth floor". Is this a thing?? I thought you could build as many floors as you wanted?

4 Floors up + 4 level basement is the limit in TS4

you can however add 1 floor more if you do not need ceiling by using fence instead of walls

How did I not know this? I guess I've never needed to build a home beyond two storeys!!

But what If I need walls? I need to send an elevator up to the rooftop patio. Is there a cheat?
