Can't find and arrest suspect

@aldavor is right: Save your game before you arrest anybody. That way if you're wrong you can get out without losing any job performance.
I've had all these problems. My only advice is: sometimes you have to go back to the station empty-handed. You may have to Save before you arrest everyone in the room, or the next day the crook matching all the descriptions will just show up.
Eventually you will get the crook. Lieutenant Lilith Vatore has bagged 4 baddies, and she's on her way to becoming Captain.
UPDATE: She bagged #5 last night. She called in the APB, and I figured she wouldn't find the culprit and just have to come back tomorrow, because that's what happened with #4. Well, she got there and the suspect (who fit all the clues) was right in front of her.

UPDATE TO THE UPDATE: She bagged #6 right off the bat, and then next night caught #7 (6 was a good arrest, but after the interrogation proved to be innocent).
I think it might be related to the Sims' rank. At first the glitches came thick and fast, but now that she's a Captain, it's all easy-peasy mac 'n cheesy.
Just like clues. Man, when she goes to a crime scene, there's so many clues around that she has to stop after a while or she'll spend the rest of her shift taking pictures and gathering evidence.

You will need to try to arrest other sims that don’t fit the clues that you have been given, and see if they turn out to be the suspect. To prevent a drop in work performance caused by arresting the wrong suspect, it can help to save the game before trying to arrest the sim, and then reloading the game if the sim is not the correct suspect.

I also had that problem, my evidence said I should look for a young adult, female, wearing heels and a crop top. Turned out it was an elderly man dressed in heels and a crop top.

Well...I spent 7 Sim-days to find my suspect. My clues were: adult, female, ambitious, blond, wearing a jacket with shorts.
I asked a guy and he said: "isn't that her right here?" So I arrested a black haired female, who had a skirt and a top on.

You do have to just go around attempting to arrest everyone now as the suspect never matches the clues. A few times now ive had the clues state its a young adult and an elder or both a male and a female. Its super bugged.

quit job get re hired thats the best thing and the easy fix ive found

if you click on it to use it, the other officer usually gets up for me so my sim can use it.

You can find your notebook by opening up your sim's phone, look at the top and click the application that has a device and a pen on it. If it is not the application I am talking about, try the other applications up there.

My description said black hair and the woman was bald as an eagle. It may have been a bug now that I think about it.
