Can't Find Hermit in Outdoor Retreat

So I found the Hermit's home two times and both times the Hermit wasn't home. I tried looking all over for her/him and I can't find them. Does she/he have a habit of hiding and if so, how do I find th...

I usually find him fishing when every I have a sim visit the hermit's home for the first time.
