Can't find practical magic sage in game! HELP!

Ok so my original sages have all died...months ago and I haven't gone back to make anyone a spellcaster...until today. I see untamed and mischief sages getting replaced (deleted unwanted ones from Other households) but I don't see a new practical magic sage appear.

I even downloaded the original sages from the gallery, moved them in and evicted them into the world (after deleting the previously active untamed and mischief sages) and new untamed and mischief sages appeared, but they were random npcs, still with no practical magic sage.

Don't I need an npc sage from every category to learn all spells and become a virtuoso?

Is anyone else having this issue?
