The game doesn't keep children-only households after a death. It deletes that child from the game. She won't appear again unless you go back to an earlier save to find a way to keep her.
If you aren't averse to using a mod, you can set MCC so solo children (after death of parent/carer etc) are 'adopted' by a family in game. Also works if they're taken away due to neglect (I was making coffee, again, and forgot to pause...). It won't bring back already lost kids but will avoid similar happening in the future.
