I have clicked the sign and selected fish to stock the pond. The option to go fishing is still gray and it tells me I have to stock the pond first, even though I have already. Either this is a bug or something about my pond or sign placement is wrong, like a few have mentioned. I guess I'll keep fiddling with it. Thanks everyone!
