Sounds like a glitch. There used to be one in CoL with the Grim Reaper getting stuck in an endless loop when trying to reap the ghosts of animals. It's here: https://answers.ea.com/t5/Bug-Reports/FIXED-CoL-Animal-dying-causes-Reaper-Loop-Reaper-getting-stuck/td-p/10536033
It looks like that was supposed to have gotten fixed, but if what you're experiencing seems similar, you could start a new bug report thread about it. If you have mods, you should test without those first though.
