Can't Upgrade Electronics

I ran into this issue today. With one of my Sims offspring becoming an Astronaut and she needed to repair/upgrade an object for one her Satisfaction Points. When I click her image to control her and when I click on different upgradeable items in the house all the options are greyed out for upgrade. Her handiness is level 10, so I'm not seeing what the issue is here.

I guess I'll buy her a woodcrafting table and get her started on that milestone.
