Cats and dogs in other worlds

I've found that if I set a particular lot as "Dog friendly" and/or "Cat friendly" I will see cats and dogs in that neighborhood even if that particular lot isn't the one that's loaded. (Either that or as dog/cat hangouts, don't remember which)

I'll sometimes see them if a non-played sim has a pet, but not as often (and I will see the pet)
